Lead HR Spec (GS-13)
This position is a Senior Human Resources Specialist role within the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Personnel Services Division. The key responsibilities include:
- Providing recruitment strategies, recruitment/placement, benefits, job analysis; workforce planning and position evaluation for both Title 5 and DCIPS positions.
- Applying specialized human resources knowledge and automated personnel action processing to facilitate efficient, accurate, and timely personnel actions for a large and complex federal workforce.
- Reviewing and processing a wide range of personnel actions, including processing new hire actions, individual award RPAs, "mass actions", and required remedial actions. Coordinating with the Defense Finance and Accounting Service (DFAS) to ensure timely and accurate flow to DCPS.
- Researching and interpreting guidelines and directives from higher echelons, and conducting comprehensive research to solve complex cases in processing Danger Pay, Post Differential requests, various allowances, and salary advance requests.
- Providing expertise and rendering decisions on determination of entitlements to benefit programs, to include health benefits, life insurance, Thrift Savings Program (TSP), retirement programs/options, etc.
- Processing retirement estimate requests for employees within 2 years and processing employee benefits transactions that are an exception to the EBIS process.
- Assembling and processing retirement packages, and providing customer service upon receipt of a completed retirement application.
- Serving as a team leader, mentoring and facilitating a team to ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, and work products and services.
- Acting as a coach, facilitator, and negotiator when coordinating team initiatives and in consensus-building activities among team members, and maintaining program and administrative reference materials, project files, and relevant background documents.
- Maintaining current knowledge to answer questions from team members on procedures, policies, directives, etc., and preparing reports and maintaining records of work accomplishments and administrative information, as required.

This role requires a GS-13 level of expertise, a Secret security clearance, drug testing, potential overtime work, and travel both within and outside of the normal duty hours. The work is primarily sedentary with occasional walking and standing required in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some light carrying may be required.
The work environment is a typical office setting with everyday risks or discomforts that require normal safety precautions. The work area is adequately lighted, heated, and ventilated.
The role requires mastery of a wide range of advanced HRM and DCIPS principles, concepts, regulations, practices, laws, regulations, precedents, and procedures, as well as knowledge of civilian personnel administration policies, regulations, and automated systems. The incumbent must have expert knowledge of recruitment and placement programs, principles, concepts, practices, laws, regulations, and procedures to perform a variety of difficult and complex program reviews and audits. Skill in articulating complex and multi-faceted issues and problems and in applying a variety of analytical techniques and problem-solving methods is required. The incumbent must be able to establish and maintain effective relationships with supervisors and managers and communicate both orally and in writing.
Knowledge of civilian personnel administration policies, regulations, various automated systems (i.e., Defense Civilian Pay System (DCPS), Remedy System, Defense Civilian Personnel Data System (DCPDS), electronic Official Personnel Folder (eOPF) system, USA Staffing), and requirements in order to coordinate and effect placements, and complete associated personnel actions.
Applicants will need to demonstrate expert knowledge of civilian personnel administration policies, regulations, and automated systems; mastery of a wide range of advanced HRM and DCIPS principles, concepts, regulations, practices, laws, regulations, precedents, and procedures; as well as knowledge of recruitment and placement programs, principles, concepts, practices, laws, regulations, and procedures. They will need to have strong communication skills, both oral and written, and be able to establish and maintain effective relationships with supervisors and managers. Additionally, they should be able to demonstrate excellent analytical and problem-solving skills.
